Many authors have book signing sessions in which people can line up to have their own personal copy of a book signed by a favourite author.
Some authors sign books for friends or family and other special people.
Some books are signed and/or dedicated to someone by the author. In any case these are very limited and rarer books.
Although there are not many for sale here there are some.
